  JOB DESCRIPTION Our client is actively searching for a Human Resource and Admin Executive to join their team!

The responsibilities of this role are:

Staff Administration
  • Provide administrative function in the following key areas:
    • Recruitment process including arrangement of job advertisements & interview appointments.
    • Preparation of salary proposal, employment offers/contracts for new hires.
    • Housekeeping of applicants’ data.
    • Administer Staff’ leave and benefits and medical expenses.
    • Maintain employment & personal files.
    • Administer on-line work pass (EP & S Pass) application and record.
    • Administer HR related insurance coverage for staff, such as: Group WICA, Group H&S, Group PA and other office insurance.
    • Administer and prepare staff attendance report.
    • Administer staff payroll process & complete external submission such as GIRO, CPF & IRAS (IR8E) etc.
    • Administer exit process for terminated / resigned staff.
  • Arrange induction program for new employees.
  • Manage yearly Health Screening for staff.
  • Sourcing quotation for insurance policy for staff and worker.
  • Maintain staffing statistics and organization chart.
  • Maintain & ensure accuracy of Staff HRIQ bio data.
  • E-leave Administration.
  • E-Filing of claims.
  • Update Staff Training Calendar.
  • Tenancy Agreement renewal for office units, warehouse and workshop.
  • Performance Appraisals.
  • Carry out duties or ad hoc projects that may be assigned by the HR & Admin Manager or Management.
Workers Administration
Medical Insurance
  • Submit, follow up and summarize Work Injury Compensation/Personal Accident Claim & H&S Claim
  • Attend MOM/ Workmen's Conmpensation mediation Meeting
  • Accompany injured worker to hospital for further treatment (when required)
  • Administer worker medical claim disbursement
  • Sourcing quotation for insurance policy for Workers
Training
  • Collate & submit supporting Overseas Training Centre (OTC) document, registration fees and Myanmar OTC registration.
  • Prepare OTC Monthly Report & Summary (Net Income/ Pass & Failed record)
  • Assist in booking of Safety Orientation Courses for Workers
  • Assist in Training/ Core Trade and claiming from Government Grants (when required)
Workers Admin Support
  • Assist in Worker recruitment & contractual issues (when required)
  • Purchase of immigration bond for Workers
  • Work Pass Application/ Renewal & Cancellation and preparation of work pass collection from MOM
  • Assist in updating Workers’ residential address
  • Assist on Man-year(MYE) application (when required)
  • Set up and maintain Workers’ P-files
  • Safekeeping Workers’ Passports
  • Manage the Workers and prepare monthly report regarding Workers’ strength, etc
  • Foreign Worker Levy Claim for Workers on Home Leave/ Hospitalization Leave
Payroll Administration
  • Process Workers’ wages, generate and distribute payslips
  • Prepare inter-companies billings
  • Prepare Project Cost Analysis
  • Promptly update Workers’ particulars into database
  • Issue advance payment to New Workers & recover from payroll
  • Arrange opening of bank accounts for New Wokers
  • Upkeep Workers Retention Record monthly
General Workers Admin & Office Admin
  • Assist in Final settlement/Return of WP etc
  • Arrangement on workers repatriation and returning of dormitory passes
  • Update the Person-in-Charge every month for the latest Workers’ List staying at dormitory for billing purposes
  • Coordinate SOC/Medical checkup/Passport renewal etc
  • Employment contract/Orientation/collect PPE/WP
  • Arrange for printing of worker pass if necessary
  • Update Workers’ Training Record
  • Replenish office supplies 
  • Upkeep & maintain copier/ fax machine tidiness
  • Manage office alarm / door access cards / office door keys
  • Season parking ticket application, renewal & cancellation
  • Apply, Renew, Terminate Factory Permits
  • Renew Builders & Contractors Licenses
  • Renew Vehicle Road Tax and Administer Insurance
  • Update of company website
  • Maintain a reference of standardised stationery
  • Assist in business travel bookings

The ideal candidate will need to have the following qualities and experience:
  • Diploma / Degree in Business Admin/ HR with specialization in HRM or equivalent area.
  • 5 years’ relevant working experience (Experience in Building / Construction / Property industry will be an added advantage)
  • Good knowledge of Singapore labor Laws, Employment Act, statutory programs and MOM work permit procedure
  • Be PC literate and particularly proficient in MS Office Applications including Excel, PowerPoint and Words etc.
  • Be a team player with good communication & interpersonal skills and capable of dealing people from different cultural and educational backgrounds
  • Ability to maintain confidentiality
  • Ability to work under least supervision
  • Good organization skills
  • Good command of written English and conversant in Mandarin
  • Ability to handle multi-tasks and work within deadlines
  • Knowledge of payroll software (such as HRIQ system) would be an added advantage
  • Possess good interpersonal and communication skills with all levels of staff & workers
  • Strong sense of commitment & urgency to meet tight deadlines
  • Ability to handle multi-tasks and work within deadline
