Under the general supervision of the Senior Manager, the position is responsible for providing financial information to funding agencies, budget holders and management of the assigned Research Institutes within the cluster, Central Shared Services and all other stakeholders in a timely and accurate manner and in compliance with University’s financial policies and procedures and funding agencies’ guidelines.
Act as a Deputy Finance Business Partner to the institutes and provide strategic support to management and budget holders of the Research Institutes by proactively monitoring financial activities and financial reporting specific to the Institutes and clearly communicating results of the analyses including financial and business advisories that are critical to the decision-making purposes.
Act as a liaison point with Research Institutes and Central Shared Services to understand, manage and forecast the appropriate funds and grants.
Undertake ad-hoc projects as required to support the University’s agenda.
The responsibilities of this role are:
Collaborate with the operations team in the day-to-day financial operations of the Research Institutes within the cluster, including exercising financial control over budget expenditure, revenue collection and financial reporting.
Support the annual budget and forecast exercises by coordinating all movements of budget and providing financial expertise in budget profiling, budget revisions and preparation of best estimates.
Maintain Master Grant Claim Inventory Tracking List to ensure comprehensive tracking and timely turnaround of grant claim submission and audit works.
Prepare grant claim statements and timely submission to funding agencies, including liaison with auditors and the fulfilment of audit requirements, as well as prompt response to queries for a smooth and timely audit field work.
Collaborate with budget owners of the institutes regarding the overall financial management of the grants / budgets under their leadership and/or responsibility, and proactively identify issues pertaining to their funds and recommend timely solutions, to ensure optimal utilisation of the budget.
Collaborate with Central resource partners such as other financial teams, legal, HR, etc. to provide optimal customer service and ensure grants adhere to financial compliance and reporting requirements.
Work collaboratively with stakeholders of the institutes and other finance teams during year-end closing of books and grants’ closing activities to ensure all legitimate transactions are properly recorded and all financial reports are accurately prepared and timely submitted to stakeholders and funding agencies.
Timely preparation and submission of monthly / quarterly financial reports to the institutes, as applicable.
Ensure full understanding and compliance of the terms and conditions of the grants as predetermined in the signed letter of awards for efficient fund and grant management.
Support in all internal audit matters, where required.
Review, report and ensure compliance with related tax filing matters including GST, withholding tax and taxable benefits for personal claims.
Provide periodic training activities for stakeholders to enhance their understanding of finance policies, guidelines and procedures.
Identify areas of opportunities to develop guidelines and standard operating procedures to improve and streamline procedures and processes for operational efficiency
The ideal candidate will need to have the following qualities and experience:
Degree in Accountancy or equivalent with at least 5 years of relevant working experience in finance related role
Exposure and understanding of grants budgets, funding agencies’ regulations and financial compliance requirements in a research or education environment will be advantageous
Technically competent with up-to-date knowledge of accounting / audit standards and practices
Ability to quickly learn and grasp the implications of financial terms and conditions for each managed grant
Highly stakeholder service-focused and strong in communication skills with the ability to build positive working relations and work collaboratively with people at all levels
Highly analytical with exceptional problem solving and organisational skills
Self-motivated individual and able to work with minimal supervision in a dynamic environment with competing demands for resources
A keen sense of ownership and accountability, and act with a sense of urgency to meet tight deadlines
Humble, authentic, values hard work, has high standards and outcome driven
Proficient in using MS Office and has relevant experience in SAP accounting system and flexibility to adapt new software applications where applicable
